Implementasi Kebijakan Pembatasan Sosial Berskala Besar dalam Penanggulangan COVID-19 di Pekanbaru

Studi ini berangkat dari fakta empiris yang menunjukkan bahwa wabah penularan COVID-19 di Kota Pekanbaru sudah mulai mengkhawatirkan termasuk kategori tertinggi di Provinsi Riau. Kebijakan penanggulangan COVID-19 juga telah dibuat untuk mengantisipasi penularan virus tersebut melalui Pembatasan Sosial Berskala Besar (PSBB). Maka, studi ini diarahkan untuk menjawab pertanyaan mendasar yakni bagaimanakah implementasi kebijakan pembatasan sosial berskala besar dalam penanggulangan COVID-19 di Pekanbaru. Menjawab pertanyaan tersebut digunakan teori implementasi kebijakan yang dikemukakan Van Meter dan Van Horn. Penelitian ini menggunakan metode penelitian kualitatif ang mana pengumpulan data dilakukan dengan wawancara mendalam dan penelusuran dokumen. Temuan penelitian ini menunjukkan bahwa implementasi kebijakan PSBB belum mampu mengurangi penularan wabah COVID-19 di Pekanbaru. Meskipun, secara substansi kebijakan PSBB telah mengatur secara rinci mengenai penanggulangan COVID-19 dan sumber daya anggaran serta keterlibatan multiaktor dengan komunikasi dan koordinasi dalam konten kebijakan. Akan tetapi, faktor lingkungan ekonomi menjadi faktor yang berkontribusi terhadap kegagalan implementasi kebijakan penanggulangan COVID-19 di Pekanbaru.
